Additional Notes:

Visitors are welcome and may use the collections on a reference basis. Visitors are advised to make their presence known to the User Services Librarian. Groups must make prior arrangements.

Lending Procedures

Student, staff or library cards should be presented when taking out library materials.

Loans

Books and other library material from the main collection (open shelf) may be borrowed. Once you've made your selection take the material to the circulation desk with your borrower card where it will be issued.

Books and other material from the Reserve Collection (Short Loan) may be requested at the Short Loan Section. Student cards must be presented before material will be issued. This material is reserved for under-graduates for a period of two hours only. Overnight loans are possible from 21:30. All material must be returned by 08:00 the next morning.

Security System

On leaving the Building, borrowers must hand over all library material to staff at the circulation desk. The Library staff will then check that items are issued correctly. It will now be safe to leave the Library.

Returns

When returning library material borrowers must wait for items to be cleared from their record and ask for the receipt. They will be informed of any outstanding fines. Fines must be settled before more items will be issued.

Renewals

Books and other library material may be renewed twice providing that no other reader has reserved the material. All library material must be renewed before the loan period expires. Material to be renewed should be brought to the circulation desk, renewed by phone at 061-2063059/3538 or online at http://millennium.unam.na.

Reservations

Items, which are on loan to other borrowers, may be reserved in advance by request at the circulation desk or on the Web based catalogue at http://millennium.unam.na. The prospective borrower will be notified as soon as the item is returned to the Library. Items, which are not collected within three days of the date the borrower was notified, will be returned to the open shelf.

Fines

If borrowed items are not returned within the loan period, readers will be fined 50c per item per day for the first 14 days for material from the open shelf, and N$ 1.00 for the rest of the overdue period, and 50c per article per hour for material from the Short Loan Section.

Overdue Notices

Overdue notices are sent daily by mail or by email. Please supply the Library with your email address to avoid printing charges of N$5.00 per overdue notice. After a third and final reminder the replacement costs of the item may be claimed from the borrower when a bill will be sent to the borrower.

Lost Material

Borrowers are responsible for the loss or damage of library material issued to them. A lost item will cost the replacement value of the item, or a minimum of N$551.00, or it can be replaced by an identical copy.

Penalties

Anyone found attempting to remove library material not issued to them will be subject to strict disciplinary action which may include: the suspension of library membership, withholding of examination results, the imposing of a fine of N$551.00 per item, or any other appropriate action including suspension or dismissal from the University.

2. SUBJECT / FACULTY LIBRRARIAN SERVICES

Your Passport to a Better Service: Benchmarks for Subject Librarians

1            The University of Namibia Library

The UNAM Library provides various library and information services in support of the university goals of teaching and learning, study and research. UNAM Libraries undertake to provide the highest quality service to all patrons, and to offer instruction and equitable access to information resources. This document is prepared by the Library in its efforts to reach out to Deans, Directors, Faculties and Departments and to sensitise them about the subject librarians and how they coordinate faculty work and their daily library duties.


1.1         STANDARDS OF SERVICES

Departments, faculties, students and all library users may expect:

Courteous and timely service.

Respect for all questions and the best available answers.

Knowledgeable, attentive and non-judgmental fulfillment of information requests.

Confidentiality.

Proactive approaches and creative solutions to problems and service requests.

Collaborative responses from trained and skilled staff.

1.2    This document serves to strengthen the working relations between the Library and the UNAM community by clarifying the following:

1.2.1    The Library has a dedicated Subject Librarian to serve the needs of teaching and learning, study and research. The Subject Librarian is a conduit or a surveyor belt between the Library and the University community;

1.2.2    This document informs the University community about the role of subject librarians, their performance measures and or benchmarks for assessing their performance;

1.2.3   It enables the Deans of Faculties and Heads of Departments to assess whether the assigned librarians are fulfilling their obligations and performing their duties as expected;

1.2.4    If taken seriously by Deans, Directors and Heads of Departments, this document would go a long way in helping the Library to be responsive and relevant to teaching and learning, study and research;

1.2.5    It is a tool for enhancing and measuring performance of subject librarians by Library Management;

1.2.6    This document is a reminder for subject librarians about their obligations; and

1.2.7    It is a guiding tool for inexperienced subject librarians.

Obligations of Subject Librarians towards departments and faculties

Most UNAM Library services are handled by Subject Librarians also popularly known as Faculty Librarians and the User Services Department. Subject librarians offer a variety of services designed to help individuals to access information resources and use them effectively. The Subject Librarian is the primary contact for the assigned department/ faculty for questions and information regarding library collections, instructional support, reference services, and designing a search strategy for retrieving information on a broad topic. Subject librarians provide individual and group instruction. They also have responsibility for managing the Libraries' collections. In order to achieve an optimal level of communication, coordination, and informed decision making between the library and faculty, it would be beneficial to establish a general set of responsibilities. Subject Librarians responsibilities include:

Communicating regularly with the Heads of Departments and the faculty with regard to acquisitions of new books, print and electronic journals, new research or teaching tools, instructional support services, and other new library initiatives.

Knowing the Libraries, this includes familiarity with the library’s collections in assigned subject areas, including knowledge of materials held by branch libraries and UNAM`s Satellite Centers; knowledge of library policy for ordering non- book formats including digital resources and awareness of cooperative purchasing agreements with other libraries and institutions.

Having subject expertise sufficient for making knowledgeable selection decisions and collaborating with the assigned departments in order to build and sustain a collection appropriate for the departmental/programme needs.

Knowledge of the Book Trade and frequent interaction with publishers and book sellers.

Consult with the Heads of Departments and other academic administrators in relation to future academic directions, programmatic needs, and changes in course offerings that may impact how the Library supports the department/program; Consultation with faculty when selecting highly specialized or expensive titles.

Work closely with the faculty during special projects, such as a journal cancellation project, a large purchase decision, or a major withdrawa / transfer project of bound journal volumes or books.

Attend Faculty Board and Departmental Meetings and give feedback to the library.

Maintain the collection of reference materials in the Library, identify and order new reference materials in their subject areas.

Give seminars, lectures and individual instruction on all aspects of information gathering.

Assist staff and students to identify and locate useful information for projects, essays, dissertations, theses and research.

Give advice and training in the use of electronic information resources, including the Internet and e-journal databases.

Personal and group instruction.

Liaise with faculty staff on placing prescribed texts on Course Reserve/Short Loan.

Acquisition of documents through Inter-lending.

Providing selective dissemination of information and alerting services.

Monitoring budget allocation and expenditure for assigned faculty/departments.

Developing information and material selection strategies, includes compilation of an annually updated working list of selection sources that might include: specialized journals with book reviews, books, slips or flyers; dealers’ lists and catalogs; publishers’ catalogs and brochures; subject and trade bibliographies; non-print format catalogs; current acquisitions lists from other libraries or professional organizations; foreign and antiquarian catalogs; interlibrary loan reports; national bibliographies and other review sources; and online publisher databases.

OBLIGATIONS OF DEPARTMENTS AND FACULTIES TOWARDS THE LIBRARY
In order for the Subject Librarians to be able to perform the above responsibilities, the Heads of Departments and Deans of Faculties are kindly requested to perform the following:

Keep your subject librarian informed about future academic directions, programmatic needs, and changes in curriculum that may have an impact on library collections and services.

Keep your subject librarian informed about new, evolving, or diminishing research focus that may impact on how the Library supports research and creative thinking.

Communicate regularly with your subject librarian and encourage your colleagues to communicate with the subject librarian with regard to individual information, purchase of materials, instruction or research needs.

Distribute to your colleagues the communication you receive from your subject librarian, the Library, or the University Library Information Technology Committee (LITC).

Coordinate departmental/ faculty recommendations for the acquisition of new library books and journals.

Coordinate the participation of your department/ faculty in special projects, such as journal cancellation and weeding of library collections.

ACCOUNTABILITY TO DEPARTMENTS AND FACULTIES
Subject Librarians will be held responsible for unsatisfactory faculty service. In addition:  The Library shall assign a dedicated Subject Librarian to a Department or Faculty every year. Subject Librarians must report about their activities to the Heads of Departments, Deans of Faculties, HOD: User Services and the University Librarian.

Subject Librarians shall compile information brochures, mid-term and annual reports which must be evaluated by both the Faculty and the Library.

If not satisfied by the services rendered by Subject Librarians, the Head of Department or Dean of Faculty may make an official complaint to the Library through the HOD: User Services or the University Librarian. 3. INTERLENDING AND DOCUMENT SUPPLY POLICY

The University of Namibia Library provides an inter-lending and document supply service to staff and postgraduate students of the institution, by obtaining photocopies, books and/or micro material not available in the Library, from other institutions in southern Africa, as well as worldwide. On the same principle, the Inter-lending and Document Supply Section of the Library provides photocopies, books and/or micro material to other institutions in southern Africa and worldwide.

On-line request forms: Books and Articles

Who qualifies for Inter-lending?

The Inter-lending and Document Supply Section in the Library renders services to staff and registered postgraduate students of the University of Namibia. Undergraduate students are allowed to inter-lending transactions if their lecturers sign the requests.

All members of the southern African Inter-lending system (SABINET) as well as any library outside the region wishing to make use of this service, will be provided, where available, with requested material.

Students registered with other southern African libraries are allowed to use the services of the Inter-lending and Document Supply Section at a fee, which will include handling and postal fees of N$50 plus photocopy fees if the request is an article. This amount is subject to change

How to submit requests

Request forms are available at the Inter-lending desk on the main floor. Alternatively, requests may also be submitted via e-mail by completing the electronic forms for Books or for Journals.

Namibian libraries that are not members of the Southern African Inter-lending network should use the printed Inter-lending forms distributed by the National Library of Namibia for Namibian Libraries, or the National Library of South Africa in Pretoria for southern African libraries.

How long will delivery take?

Requests are processed as soon as possible. The Inter-lending and Document Supply Section aims to obtain material within 21 days and provide material to other institutions within 3 days.

Are there any limits to what can be obtained?

Rare books, special collections material, audio-visual material
